A diversion manager in the DEA’s Louisville office speculated that the agency has brought a criminal, civil, or administrative enforcement action against two percent of all physicians registered to prescribe controlled substances. The agent insisted that the DEA’s focus is on physician compliance with controlled substance laws and regulations, not arresting physicians. However, there is a fear among doctors who treat chronic pain and addiction that they can be investigated and arrested, despite following all laws and medical standards of care, by law enforcement officials who are not qualified to evaluate physicians’ medical decisions.
