Utah law allows law enforcement to seize money and property from a person without the need for a criminal conviction or even pending criminal charges. The amount of money seized by state law enforcement authorities under this civil asset forfeiture program is rising, and the barrier for a citizen to retrieve their property, even if no criminal charges are ever filed, is onerous.
